That's really odd! I have never seen this...

Try starting gconf-editor (apps->rawstudio) and monitor the fullscreen 
value while switching.

If the fullscreen checkbox in rawstudio is unchecked and you quits 
rawstudio and starts it up again...doesn't it start in normal mode then?

Keep searching, it's almost impossible to fix if we cannot duplicate it :/
